Objective

1.1
This procedure defines the fees for ANSI accreditation services utilizing ANSI/ISO/IEC 17024, General requirements for bodies operating certification systems of persons.

Responsibilities

3.1
Changes to the fees associated with Personnel Certification Accreditation Program are suggested by the Program’s management staff and must be approved by the ANSI Vice President, Accreditation Services.

Accreditation Fees

4.1
A $3,000 application fee is to be paid upon approval that the certification body has met the three basic requirements. Upon notification, payment must be made within 30 days to continue the accreditation process. Additional fee of $1,000 will be assessed if a full application is not submitted within 18 months of the approval of the letter of initial eligibility.

4.2
The assessment fees are $1,250 per day per assessor plus expenses. The appropriate monetary day rate is applied to the assessor day(s) that it will take to complete the assessment, including the review of the initial application and any additional materials as well as analysis of responses to corrective actions and preparation of the assessment report. This cost covers the honorarium given to the assessors and the administrative costs of the staff to coordinate the process. Assessors will be given guidelines regarding expenses associated with hotels and meals that are closely aligned with accepted customary United States governmental rates.

4.3
Fees associated with the annual surveillance and reassessment are based on the $1,250 per assessor per day rate and apply to review of materials, onsite assessments, preparation of reports and review of corrective actions.

4.4
Corrective Action fees will be based on a rate of $1,250 per assessor per day. Assessors will maintain logs detailing the time spent on this activity. This documentation will be provided to the certification body upon request.

4.5
The rate of $1,250 per assessor per day shall apply to any extraordinary assessments that are deemed necessary by ANSI based on the program policies and procedures and the Accreditation Agreement.

Annual Fee

5.1
Annual Fee is assessed each year and is due along with the surveillance report submitted by the accredited organization during the surveillance years or the application form submitted by the accredited organization during the reassessment year. The objective is to fairly apportion the general expenses of the ANSI accreditation program that are not assigned to a specific accredited program, over all accredited programs based on the relative value of ANSI accreditation to each program. Gross revenues of the accredited program are used as a measure of the relative value of ANSI accreditation to the certification program.

5.2
Annual Fee shall be payable based upon certification program revenues for the preceding year. The fee assessed applies to the current year based on the preceding year’s revenues.

5.3
Fee schedule for gross revenue (directly related to the certification program) from the preceding year is shown in Figure 1.

Appeal Fee

6.1
The fee for filing an appeal is $1,000. This fee will be charged to cover time, transportation, and expenses of staff for day of hearing only, and will be paid by the organization that is ruled against or found to be at fault.

Scope Extension Fee

7.1
Scope Extension Fee is $1,500. This fee must accompany an accredited organizations' application to extend their scope of accreditation. Any assessment activities related to determination of compliance of the extended scope will be charged at $1,250 per assessor per day.

Reduced Fees for Applicants Accredited under Other Programs

8.1
Applicants Accredited under ANSI/CFP Program

8.1.1
Applicant organizations which hold valid accreditation for any scope under the ANSI/CFP Program at the time of submitting application for ANSI Accreditation Program for Personnel Certifiers under ANSI/ISO/IEC 17024 shall only pay a total of $1,500 as application fee.

8.1.2
Applicant organizations which hold valid accreditation for any scope under the ANSI/CFP Program and are at the same time accredited by ANSI Accreditation Program for Personnel Certifiers under ANSI/ISO/IEC 17024 shall only pay one half of the annual fee for ANSI Accreditation under ANSI/ISO/IEC 17024 defined in clause 5.3 of this procedure when such fee is due. Annual fee for accreditation under the ANSI/CFP Program shall remain payable in full as defined in the corresponding procedure.

Fee Payments

9.1
ANSI invoices are to be paid in full by the due date on the invoice (30 days from invoice date). Any tax required to be paid by a government authority in the CB's country and any fees of any kind (e.g., fees charged by CB’s bank) are the responsibility of the CB and shall not be deducted from the invoice total. Late payments will be assessed interest and may result in further action per the ANSI policies and procedures. All fees are payable in U.S. dollars only. A 3% administrative fee will be added for all payments made by credit card.
